The two-layer rule, which is worth real money

Virginia sets a hard two-layer limit — it is in the 2021 Virginia Existing Building Code at § 602.3.2.1.2. If your house already carries two layers of shingles, the next roof is a tear-off. There is no third layer available to you, whatever anybody quotes.

That matters when you are comparing prices, because a roof-over always looks cheaper than a tear-off. If a quote offers you one on a house that already has two layers, the quote is wrong rather than competitive. We count the layers before we price it, and tell you which job you are actually buying.

Tear-off, every time

The old roof comes off down to the decking. No going over the top of what is there. Going over means nobody inspects the deck, the new covering sits on an uneven surface, the assembly runs hotter and dies early, and the next replacement is twice the tear-off. Decking: the honest part of the quote

Nobody can see the plywood or plank under your shingles until the shingles are gone. On the older housing around State Street, expect plank decking, and expect years of a quiet flashing leak to have found somewhere soft. We price replacement decking per sheet in the original quote, photograph everything we pull out, and show you before it goes in the trailer. A bid that says nothing about decking is not a cheaper bid, it is an incomplete one.

Downtown roofs are their own problem

The blocks around State Street and the Birthplace of Country Music are the oldest, densest fabric in either Bristol: shared walls, parapets, low-slope sections behind them, masonry chimneys, and nowhere obvious to put a dump trailer. On buildings like that the roof is often the easy part and the logistics are the job. We work it out before the morning of, not during it.

The system we install

Ice-and-water membrane at eaves and valleys — genuinely needed here, because our winters cross the freezing point over and over and meltwater refreezes at cold overhangs. Synthetic underlayment. New drip edge. New step and counter flashing at every wall and chimney; reused flashing is the classic corner-cut and the classic cause of the leak that appears two years later. Ridge ventilation so the attic breathes. Then architectural shingles or standing-seam metal, which suits the older housing on this side particularly well.
