The two-layer rule, which is worth real money

Virginia sets a hard two-layer limit — it is in the 2021 Virginia Existing Building Code at § 602.3.2.1.2. If your house already carries two layers of shingles, the next roof is a tear-off. There is no third layer available to you, whatever anybody quotes.

That matters when you are comparing prices, because a roof-over always looks cheaper than a tear-off. If a quote offers you one on a house that already has two layers, the quote is wrong rather than competitive. We count the layers before we price it, and tell you which job you are actually buying.

Tear-off, every time

The old roof comes off down to the decking. No going over the top of what is there. Going over means nobody inspects the deck, the new covering sits on an uneven surface, the assembly runs hotter and dies early, and the next replacement is twice the tear-off. Decking: the honest part of the quote

Nobody can see the plywood or plank under your shingles until the shingles are gone. On the older housing around State Street, expect plank decking, and expect years of a quiet flashing leak to have found somewhere soft.
